NYC PARKING GARAGE INSPECTIONS & QPSI SERVICES
Rosenwasser / Grossman Consulting Engineers provides parking structure inspection, evaluation, filing and repair design services throughout New York City. Our Qualified Parking Structure Inspectors (QPSIs) assist building owners and property managers with NYC Department of Buildings compliance, while identifying and addressing structural conditions affecting the safety and durability of parking structures.
IF YOUR QPSI HAS NEVER DESIGNED A SLAB, DOES IT MATTER?
We think it does.
A QPSI is required to do much more than identify cracks, spalls and deterioration. The QPSI must evaluate the structure, determine the causes of deficiencies, assess their significance and, in certain cases, perform calculations demonstrating the remaining capacity of deteriorated structural members.
RGCE brings decades of structural design experience to that process. Our engineers have designed reinforced concrete slabs, beams, columns, foundations and complete parking structures. We understand how these systems were intended to work because designing them is part of what we do.
When we encounter deterioration, we don't look only at what is damaged. We consider how the element carries load, how the deterioration affects that behavior, why the condition developed and what is actually required to repair it.
There is a difference between recognizing deterioration and understanding the structure that is deteriorating.

For parking structures originally designed by RGCE, our archives may contain the original structural drawings and design information.
Those records can provide a direct window into the original structure—its framing, reinforcement, details and design intent—before our engineers ever begin evaluating its present condition.
Sometimes we aren't just inspecting the structure. We're inspecting a structure we designed.
NYC PARKING STRUCTURE INSPECTION REQUIREMENTS
New York City requires covered parking structures subject to the Periodic Inspection of Parking Structures (PIPS) program to undergo periodic condition assessments performed by a New York State licensed Professional Engineer designated by the NYC Department of Buildings as a Qualified Parking Structure Inspector (QPSI).
The QPSI evaluates the condition of the parking structure, identifies structural deficiencies and deterioration, establishes the required classification, and submits the condition assessment report through DOB NOW: Safety.

No conditions requiring repair or engineering monitoring that affect the structure's classification.
Safe with Repairs and/or Engineering Monitoring. The structure is safe, but identified conditions require repair and/or continued engineering monitoring.
Conditions requiring immediate measures to protect public safety and corrective action.
